Terms of reference - Data and Information Subcommittee of the KFSSG (DISK)

 

The mission of the Data and Information Subcommittee of the KFSSG (DISK)  is to improve the quality, quantity and timeliness of food security and disaster management information in Kenya, through increased data sharing, coordinated investments in developing capacity and systems, and through continuous improvements in methodologies and techniques.

Rapid/disaster Response Planning and Coordination

Development of tools and approaches for national level contingency planning

 Development of standard operating procedures and rapid response plans

Provision of information on response capacities and on who is doing what and where?

Plan and launch joint multi-sector and inter-agency disaster, needs and food security assessments

Work towards the continuous upgrading of rapid assessment methods

Provide the analytical input for assessment reports and for inter-agency appeals

Capacity Building of GOK and national NGOS and CBOs

Coordinate and review training plans for all food security and disaster management related issues

Development of the GOK computer capacity to collect, manage and analyse food security and disaster management information

Ensure that core GOK and NGO staffed are fully trained in rapid assessment techniques

Improve the information dissemination capacity of the GOK through investment in web-based technologies and archiving

Contingency Planning and Preparedness

Development of tools and approaches for national level contingency planning

Develop district level contingency planning tools

Train and refresh district officials on key contingency planning techniques

Promoting long-term food security

Development of tools for better understanding long-term trends in food insecurity and for identifying chronically food insecure populations

Develop livelihood and other baseline databases

Early Warning information collection and analysis

 Harmonise early warning data collection processes in Kenya including remote sensing, ALRMP EWS, and the MOA EWS and other EWS sources

Advise on the collection, management and analysis of EW data

Ensure that high quality joint bulletins are produced monthly

Planning and Monitoring Functions

Develop a comprehensive strategy and annual work plan

Monitor the implementation of the annual work plan

 Monitor follow up on key sector issues raised in the WG and KFSM

Provide a succinct verbal or written progress brief for the KFSG

 Undertake joint monitoring and evaluation of WG projects
