School Feeding Programme terms of reference

Mission Statement and Vision

Reduce the vulnerability of school children to disasters and to food insecurity through better coordination of food security and disaster-related information and interventions in the education sector.

Duties related to rapid/disaster response planning and coordination

  • Collect, share, update, distribute vital emergency information on regular basis and consider requests for support towards emergency interventions emanating from the field as well as coordinating rapid response on emergency situations with appropriate district steering groups through liaison with District Development Officers, District Education Officers and other Education providers. With the Data and Information Sub-Committee, the MOEST, and ALRMP strengthen early warning data collection and management in the education sector
  • To design and develop joint funding proposals for emergency interventions and Emergency preparedness strategies including contingency planning and resource mobilisation
  • To build capacity of Education Stakeholders at National, District and Community levels in contingency planning, emergency preparedness and mitigation
  • Ensure that education issues are represented at the Kenya Food Security Meeting, and that food security and disaster issues are represented at the Education Donor Group and any other organization.

  • To regularly monitor, assess, evaluate and report on the progress of Emergency Education Response in the field through GOK, UN agencies, NGOs and other development partners. This will include mobilizing assessment missions in the field arising from reported emergency situations in the field through Ministry of Education, Science and Technology

Long Term Interventions for Sustainable Food Security In Schools

  • Ensure that school feeding activities are targeted to the most needy schools through collaborative assessment and mapping exercises
  • Coordinate efforts to increase the sustainability of school feeding with a special emphasis on increasing the capacity of school gardens and communities to supplement and sustain the programme
  • Coordinate school nutrition activities including but not limited to de-worming, nutrition education and curriculum development, and micronutrient supplementation aimed at schools and ECD institutions.
  • Develop and implement joint M&E plans for food security and nutrition interventions in schools

Capacity Building of GOK and national NGOS and CBOs

  • To help build the capacities of district officials (specifically: the District Steering Committees and the District Education Boards), community leaders, school managers, PTAs and BOGs to respond to the educational needs of children in the emergency.
  • To ensure that head teachers and teachers have the skills and capacities to respond to the emerging learning and psychosocial needs of their pupils and students.

Contingency Planning and preparedness

Awareness, training and development of an emergency response system by the Emergency Education Committee in emergency preparedness and response.

Define an emergency education kit, which is appropriate for Kenya and identify suppliers with COSS.

Establish a minimum emergency supply inventory and logistical systems to ensure rapid delivery of education supplies in emergency situations.

Develop and put in place emergency assessment tools and guidelines specific to emergency education.

Promoting long-term food security

Early Warning information collection and analysis

Assemble information about the situation and its impact on education and interventions required.

Convene the inter-agency emergency education committee under the leadership of GOK/MOEST, co-chaired by UNICEF.

Develop a plan of action in collaboration with RRT and partners.

Develop and put in place emergency assessment tools and guidelines specific to emergency education.

Secretarial Functions and Reporting

  • Call regular meetings of all members
  • Produce high quality and accurate minutes for circulation at the KFSM/KFSSG
  • Keep an archive of all relevant information and documentation

Planning and Monitoring Functions

  • Develop a comprehensive strategy and annual work plan
  • Monitor the implementation of the annual work plan
  • Monitor follow up on key sector issues raised in the WG and KFSM
  • Provide a succinct verbal or written progress brief for the KFSM or KFSSG
