Health and Nutrition terms of reference

The Working Group seeks to ensure that all local and international assistance to Kenya is utilized in a coordinated manner to address health and nutritional needs of vulnerable populations in emergencies while also addressing modalities of long term health and nutrition development in the country. The Working group is the technical arm of the KFSSG in health and nutrition matters.
The mandate of the group is to address:
- Preparedness -to promote readiness and ability to cope and respond to emergency at all levels
- Prevention -of emergency situations to the extent possible
- Mitigation - to minimize the effects of the emergency
- Response and relief- to meet the needs of those affected by the emergency situation in coordinated, efficient and timely manner.
Rapid/disaster response planning and coordination
- Resource mobilization through joint and coordinated sector funding appeals
- Health and nutrition sectoral working group coordination meetings on a monthly basis to ensure emergency responses by the sector are coordinated to maximize on resources.
- Emergency health and nutrition response through provision of health services, supplementary and therapeutic feeding to vulnerable groups in emergency prone districts.
- Monthly reporting of decisions made by the working group to the KFSM
Capacity Building of GOK and national NGOS and CBOs
- Capacity building of Governmental staff and institutions in disaster preparedness and response through training and provision of supplies.
- Provision of technical, financial and material support to health and nutrition programmes to support interventions
- Care practices promotion in communities targeted by health and nutrition interventions as a vulnerability reduction strategy.
Contingency planning and preparedness
- Ensure preparation and yearly revision of contingency plans to facilitate a framework for rapid response to emergencies
- Maintenance of updated emergency health and nutrition contingency stocks to enable rapid supply mobilization to respond to emergencies
Promoting long-term food security
- Provision of technical advise to the KFSSG on health and nutrition matters relating to food security
Early warning information collection and analysis
- Periodic health and nutrition surveillance through surveys, screening and participation in rapid assessments through a multi-agency collaboration.
Secretarial Functions and Reporting
- Convene regular meetings of all members of the sector and relevant donor agencies.
- Production of high quality and accurate minutes for circulation at the KFSM/KFSG
- Maintenance of an archive of all relevant information and documentation
Planning and Monitoring Functions
- Develop a comprehensive strategy and annual work plan
- Monitor the implementation of the annual work plan
- Monitor follow up on key sector issues raised in the WG and KFSM
- Provide a succinct verbal or written progress brief for the KFSM or KFSG
- Undertake joint monitoring and evaluation of WG projects
