Water and Environmental Sanitation terms of reference

 

Mission: To achieve a more coordinated and integrated approach to implementing WES emergency interventions.

 

Vision:  To uphold the principles of transparency, accountability, rapid delivery of WES services and complementary.

Rapid/disaster response planning and coordination

 

 

  • Acting as WES technical resources pool for KFSSG/KFSM and other partners

    •  

  • Facilitate information dissemination at national and regional level

  • Develop strategies for Wes operations

  • Support and improve WES in the districts

  • Evaluate WES linkages and networks

  • Identify priorities for WES co-ordination at national and district level

  • Develop and implement resources mobilisation and utilisation strategies

  • Production of guidelines from above

 

 

 Capacity Building of GOK and national NGOS and CBOS

  •  

    Facilitate the conducting of rapid needs assessments with an emphasize on prioritising critical areas and developing protocols for these.

    •  

  • Document progress of emergency interventions from agencies and districts.

  • Organise workshops/seminars for District WESCOORDS

 

Contingency Planning and Preparedness

 

 

  •  

    Development of emergency management plans

    •  

  • Development and implementation of effective monitoring and evaluation tools

  • Collection 0f Baseline data on vulnerable districts

 

Promoting long-term food security

 

 

  •  

    Capacity building of CBOS and Water Associations on operation, maintenance and management of water supplies

    •  

  • Development of District based water resources data base for planning

  • Drilling and rehabilitation of contingency boreholes

  • Promotion of food for work/cash for work programmes related to long-term food security such as construction, de-silting and rehabilitation of dams/pans, rock catchments, underground tanks, infiltration galleries etc as per communities priorities.

 

Early Warning information collection and analysis

 

 

  •  

    Conducting assessments of broader perspective, long term issues, including environmental issues (balance with political ones)

    •  

  • Reviewing and making summaries of assessments done by other agencies for intervention purposes

  • Prioritising the interventions in form of short-term, medium term and post emergency terms

 

Planning and Monitoring Functions

 

 

  •  

    Develop a comprehensive strategy and annual work plan

    •  

  • Monitor the implementation of the annual work plan

  • Monitor and follow up on key sector issues raised in the WESCOORD and KFSM

  • Provide a succinct verbal or written progress brief for the KFSM or KFFSG

  • Undertake joint monitoring and evaluation of WES projects
