MISSION: To facilitate the co-ordination of disaster management by providing technical support to Disaster Management structures in an effective and efficient manner in order to mitigate the effects of disaster.

VISION : To be in the forefront in providing technical support to disaster management structures in the country.

Rapid/disaster response planning and coordination

• Development of standard operating procedures and rapid response plans

• Identify ideal locations/areas in disaster-prone parts of the country where relief supplies can be pre-positioned for rapid response in the event of disaster.

• Plan the timely provision of relief supplies to affected populations

• Ensure that storage and transport and transportation of food is done in accordance with established hygienic standards.

Capacity Building of GOK and national NGOS and CBOs

• Develop and oversee the implementation of capacity building programmes for Disaster Management structures.

• Recommend relevant disaster management training for key stakeholders in Disaster Management both in Government and Non-governmental Organisations

• Co –ordinate and review training plans for DM related issues

• Ensure that core Government and NGO staff are fully trained in rapid assessment techniques

Contingency Planning and preparedness

• Development of tools and approaches to national level contingency planning

• Ensure all Districts develop their own contingency plans

• Develop District level contingency planning techniques/skills

• Train district level officials on contingency planning techniques/skills

• Plan joint exercises e.g Disaster drills among various stakeholders in Disaster Management

Promoting long-term food security

• Examine and monitor drought trends in the country with a view to developing strategies to minimise their effects on food security

• Identify and support traditional methods of ensuring long-term food security and encourage research on them

• Continuously improve mechanisms for responding to disasters tat have direct impact on food security
• Encourage the development of sustainable food security projects
• Put in place preparedness/mitigation measures to reduce the impact of disasters on food security

Early Warning information collection and analysis

• Participate in the collection, management and analysis of Early Warning data.

• Promotion of the use of traditional and modern early warning systems

• Dissemination of Early Warning information to the District Disaster Committees and other relevant stakeholders

• Secretarial Functions and Reporting

• Call regular meetings of all members

• Produce accurate minutes for circulation at the KFSM/KFSSG

• Maintain data on Disaster Management activities

• Produce Disaster Management reports on a regular basis

Planning and Monitoring Functions

• Develop a comprehensive strategy and an annual work plan

• Monitor the implementation of the annual work plan

• Follow up on key sectoral issues raised in the SWG, KFSSG and KFSM

• Provide progress reports to KFSSG

• Undertake joint monitoring and evaluation of WG projects
